Lewis Brisbois Enhances Administrative Law, Regulatory and Policy Capabilities With New Co-Chair of Administrative Law and Regulatory Practice
Washington, D.C. (October 3, 2024) - Lewis Brisbois is pleased to welcome Rosario Palmieri to its Washington, D.C. office as co-chair of the firm’s Administrative Law & Regulatory Practice and a partner in the Government Affairs & Public Policy and Environment, Land, & Natural Resources Law Practices. With more than 20 years of experience handling environmental, health, safety, and other federal regulatory and policy matters and government relations, Mr. Palmieri advises clients – including businesses, trade associations, and coalitions – on navigating all levels of the federal regulatory and policy process. He also manages governance and legal matters for nonprofit organizations.
Mr. Palmieri previously served in high-level positions in the legislative and executive branches of the U.S. government, including as the associate administrator of the Office of Information & Regulatory Affairs (OIRA) with the White House Office of Management and Budget (OMB). In this position, he supervised the regulatory review and analysis of energy, environmental, labor, agriculture, transportation, and tax regulations, while co-chairing an interagency working group on per- and polyfluoroalkyl substances (PFAS).
Mr. Palmieri also held senior staff positions in the U.S. House of Representatives including staff director and deputy staff director of congressional subcommittees charged with oversight of the federal regulatory process. Additionally, as executive director of the National Association for Surface Finishing and as the vice president of legal and regulatory policy for the National Association of Manufacturers, he advocated for Fortune 500, small and medium-sized manufacturers across the country.

Mr. Palmieri earned his law degree, summa cum laude, from American University’s Washington College of Law and his undergraduate degree from American University. He is admitted to practice in the District of Columbia and the Commonwealth of Virginia.
